Canada’s Health Minister, Kamal Khera, has announced that the Canadian Dental Care Plan (CDCP) will begin accepting applications for its largest group of eligible Canadians—those aged 18 to 64—starting in May 2025.
The CDCP, launched for seniors in December 2023, has gradually expanded to include children and people with disabilities. While the final phase was initially expected earlier this year, Khera confirmed the updated timeline during an announcement in Newmarket, Ontario.
Who Can Apply and When?
Applications will open in stages:
✔ Ages 55 to 64 – Apply starting May 1
✔ Ages 18 to 34 – Apply starting May 15
✔ Ages 35 to 54 – Apply starting May 29
Approved applicants could receive coverage as early as June 1, 2025.
Who is Eligible?
To qualify, applicants must:
✅ Have a household income under $90,000
✅ Not have private dental insurance
A Milestone in Canadian Healthcare
Minister Khera emphasized that the expansion will make 4.5 million more Canadians eligible for dental care, reinforcing that “dental care is health care.”
Since launching, the CDCP has allowed 1.7 million Canadians to access dental services. “Think about that for a moment—1.7 million people have already benefited from this program,” Khera said. “This is life-changing.”
She added that the CDCP is helping people regain their self-confidence, dignity, and overall health, while also reducing ER visits linked to untreated dental issues.
Support from the Dental Community
The Canadian Dental Hygienists Association (CDHA) welcomed the expansion, highlighting its long-term benefits for the healthcare system. CDHA President Alexandra Sheppard noted that investing in oral health will reduce emergency room visits and financial strain on healthcare resources.
Currently, about 98% of dental professionals in Canada—including dentists, hygienists, denturists, and specialists—are participating in the program.
What’s Next?
The announcement comes just one day before Prime Minister Justin Trudeau is expected to call a federal election. The Conservative Party has not confirmed whether they would continue funding the program if elected.
